ADR-0049: Compact Home review callout

Context

The always-expanded explanation and full-width action displaced recent transactions on narrow Home screens, even with only two pending items.

Decision

Home shows pending captures in a compact count row with a direct Review now action. The count toggles the explanatory copy independently of navigation. The row grows with text size and count length; it does not truncate text. Zero pending items render no callout. The critical notification-access warning continues to appear first in its separate error-colored banner.

Consequences

Review remains discoverable without displacing the financial snapshot and recent activity. Explanation expansion is local UI state, reset when the callout leaves composition; no setting or persistence is added.

Verification

ReviewQueueCardTest covers zero, singular, plural, expansion, direct review, and a large count at double text size. Seeded emulator captures verify Home hierarchy at 320 dp and approximately 411 dp with normal and enlarged text.
